Retired Paraguayan Diplomat. Board Chairman of Monterrey S.A., a corporation focused in real estate investment in Paraguay. Served as the first Paraguayan Ambassador to South Korea and together with ProParaguay developed and published a large number of informational material on the topics of agricultural production, poultry and livestock directed to answer the needs of the Korean markets, while at the same time mediating the necessary steps to secure financing from the Korean banking systems. During this time he also served as Chief of the Diplomatic Corps of 35 nations in Korea, successfully negotiating with the Government of Korea the release of funds retained from various diplomatic representatives after the bankruptcy of the BCCI Bank. 

Served as Chief of Paraguayan Business Affairs with Taiwan, increasing the cooperation from Taiwan to various areas not previously developed. Served in various offices of the Paraguayan Government and as an International Consultant for projects at the international level for the private sector. Author of the historical book, “Juan León Mallorquín, Defensor del Chaco y los Yerbales” and other published materials in Paraguay and Korea. 

Lawyer with a degree from the Catholic University of Asuncion (UCA), with a Master’s Degree in Planning and National Strategic Leadership from the Institute of High Strategic Studies.

Ex Diplomático Paraguayo. Chairman de la Junta Directiva de Monterrey S.A., empresa dedicada a la inversión inmobiliaria en Paraguay. Fue el primer Embajador Paraguayo en Corea del Sur y junto a ProParaguay realizó y publicó un gran número de material informativo acerca de la producción agrícola, avícola y ganadera dirigido a responder al mercado Coreano, conjuntamente con las gestiones para obtener financiamiento del sistema bancario coreano. Fue el Jefe de los Cuerpos Diplomáticos de 35 naciones en Corea, negociando exitosamente con el Gobierno de Corea la liberación de fondos retenidos a las representaciones diplomáticas luego de la quiebra del Banco BCCI.  

Encargado de Negocios de Paraguay ante Taiwán, incrementando la cooperación de Taiwán a varias áreas antes no cubiertas. Funcionario en varias organismos del Estado Paraguayo y Consultor Internacional en proyectos a nivel internacional del sector privado. Autor del libro histórico “Juan León Mallorquín, Defensor del Chaco y los yerbales”, y de otros ensayos publicados en Paraguay y Corea.

Abogado por la UCA, Master en Planeamiento y Liderazgo Estratégico Nacional por el Instituto de Altos Estudios Estratégicos.
